Work Experience
1986-present Executive Director, Computer Networking Research, Bellcore,
Morristown, NJ. Responsible for managing a group of 3-4
subordinate managers and 20-25 researchers. Annual budget
of approximately $7 million. Also manage laboratory
computer center providing service to approximately 150-200
users, annual budget approximately $2 million. One major
objective of the Department has been to prove the
feasibility of packet switching as the underlying
technology for the Broadband Integrated Services Digital
Network (BISDN). The department is currently working on
gigabit networking, high speed packet switching, transport
protocols, and computer network management. I am currently
responsible for overseeing some of Bellcore's collaborative
research with the Corporation for National Research
Initiatives, MIT, University of Pennsylvania, and
Washington University, as well as Bellcore's membership in
the Internet Society. I am also responsible for
coordinating all of Bellcore's work on the national Gigabit
Testbeds, and lead Bellcore's work on the AURORA gigabit
testbed. Recently, I have formed and lead Bellcore's
collaborations on Local ATM with Apple, Digital, HP, SUN
Microsystems, and XEROX PARC, resulting in the publication
of specifications for a new generation of LANs based upon
ATM technology.
My personal research interests during this time involved
simulation of broadband packet switches, broadband packet
switch design, and extensions of local area network bridges
into large, high speed, network applications. I have
received 3 patents in these areas.
1989-present Adjunct Associate Professor of Computer and Information
Science, University of Pennsylvania. In residence from
9/89-12/89 on sabbatical leave from Bellcore. Participated
in Ph.D. committees for 2 students. Maintaining
collaborations with Profs. Farber and Smith.
1983-1986 District Manager, Computer Communications Research,
Bellcore. Formed and then supervised a group of 5-7
researchers working in distributed computing, computer
networking, LAN bridge techniques, optimizing compilers,
and distributed operating systems. One major personal
effort was the systems design and programming of a
Ethernet-based packet telephone system which integrated
voice and data switching on a single network.
1980-1983 Member of Technical Staff, Digital Systems Research, Bell
Laboratories, Murray Hill, NJ. Performed research in
distributed operating systems, packet voice transmission
over local area networks, and distributed switching
systems.

Nominator's Comments

I would like to nominate W. David Sincoskie as a candidate for the
1993 ISOC Board of Trustees election. I believe that he is qualified to
serve the ISOC as a board member based upon his rather extensive involvement
with the Internet to date. Dr. Sincoskie has been, at various times, an
active researcher, user, network operator, and sponsor of R&D within the
Internet community. Further, I also believe that as an employee of Bellcore
he can, if elected, serve as a more effective bridge between the Internet
community and the public telecommunications carriers.
